That's the point of Zeruel, really. It walzes in when they're still licking their wounds from bardiel and destroys anything in its way, defeats everyone and can only be stopped by creating something worse than itself - somehing that later destroys the world.
The only difference between Rebuild and NGE is wether is destroys the world right away, or slightly later.
