Simply because the creators of Teto would be too proud and... I guess "loving" to give her up. After all UTAU is free, if they planned to make money off of her they would have done it already.
Crypton has the license to use Teto for commercial use. That's how they were able to feature her on the Project Diva games as DLC. If they wanted to they could put Teto in the next concert right now. But they probably won't do that cause they can't make any money off of it like promoting a Vocaloid from their own company.
I still wish to see Teto perform in concert, but if Crypton does it they were doing a very nice favor for us.
