That is what Rei is all about.
She had it decided for her - she thought it was an inherent pillar of the world itself, that she was to be nothing more than a gear in someone's plan, be it Gendo's, or the FAR's.
She had wholly internalized and accepted that, but despite what some people in- and out universe may say, she was HUMAN, and still did what humans do, althought that is such a constructed phrase, I wish there were something more direct, a verb perhaps, she still human-ed, which is to feel and to ask herself questions, and in the end, that affected the outcome.
Where did she come from, where is she going...
If you call even that meaningless, then what WOULd you call meaning?
One of the central themes of EVa present in many characters is that just because you force yourself to be something, that doesn't mean you'll become it.
Just because you try not to have certain needs, or not to feel certain things, that doesn't mean you won't. Or, as ep 25 brilliantly puts it, just because you don't have expectations, that doesn't mean you won't be dissapointed.
