If it's the former then that's pretty normal. Once your device goes off, your router may assign your old address to another new device, which means your device's will change when you reconnect.
But that also shouldn't trigger an IP count up, since as I said, 4chan counts the IP of your router not that of your device. (I noticed it didn't go up this time, does this mean your device have been active since the last time you posted?)
Now if you mean that your router IP is what changes, then yeah, that's odd. Are you using a public network by any chance?
