The more invested fans still have a distaste towards her as she doesn't have any layers and or backstory to explain why she is how she is like Soryu. And Anno has stated he doesn't know how to write the character anymore so she's kind of all over the place.
And she has really minimal screentime. Everyone in rebuild is pretty shallow and meh, I've read jap impressions and fans really like Shikinami because she's cute(and I mean the comments on her 3.0 character...) Shikinami is infinitely more popular than Soryu, though. I know in the west fans tend to care about characterization but the more vocal fans in japan are all about moe/pandering and that's the audience that they really care about...
