Because for Kyubey's plan to work on any level the magical girl needs to generate orders of mangnitude more energy than she used in her entire lifetime. Who's to say Madoka's power scaled linearly? What if once you reach a certain threshold magic generation becomes self-sustaining and essentially limitless?
Point being, yeah the idea is kind of an asspull, but if you accept any of the show's premises, this isn't THAT far out there.
