It is a problem in this specific scenario where change is objectively necessary however. At the time, Meiji's massive reforms were so controversial that they started a civil war (the Boshin War) and while all people are given to nostalgia about the good old days I don't think anyone will seriously argue that holding on to feudalism and the class system was a better idea. (China tried and they got themselves a whole Century of Humiliation for it where they got reamed by pretty much everybody)
