As a side note: If we consider Rei and Lilith to be one and the same, then the actions and desires of one must be those of the other. If, however, Rei is somehow distinct from Lilith, somehow has her own will beyond Lilith, then the conversation changes and becomes more complicated. I have seen this argument elsewhere before, that during the Third Impact Rei "took control" over Lilith, which is shown when Lilith's hollow eyes are then replaced by Rei's distinct eyes.
