Their reaction is nothing alike, and I assume you mean Rei II as Rei as Rei I never met Shinji.
You are going to have to prove or find some thing in the show that makes Rei Q Rei. You're inventing things, not us, and you're ignoring what the movie said about Rei being inside EVA01.
There's no "a Rei". There's either Rei, or no Rei.

Rei Q is fully and completely ignorant of everything. She's nothing, she just follows orders and nothing more. Unlike Rei, she can't philosophize about life and death, she can barely even think. She speaks in third person, she doesn't even know what "like" is. She's the shortbus edition of Rei, in a bad way.
Just like special children gets their own bus, Rei Q gets her own thread.
