That is Homura's problem, her character is driven by loneliness and self-loathing so much that she becomes the devil before even thinking Madoka just wanted to be with her more than anything. Madoka would agree with all of her goals and desires but still demand that she help her achieve them because she means the world to her, and seeing her lonely and suffering kills her inside. But if Madoka wants to win her it's only fair that she'll have to try, I suppose. Having an argument is better than just mindlessly accepting everything the other does in a relationship.
