Overwatch had a time-traveler, a talking gorilla, a cowboy, a ninja, and a cyberpunk angel; and they were regarded as heroes who advocated for the best in humanity. Helix mostly seems to be composed of regular grunts just doing their jobs. Pharah and her crew are the flashiest we've seen from them, and they're still more comprehensible at face value (dudes with power armor).
Regardless of whether or not they get involved with each other, I definitely see some loophole shenanigans coming, at least at the start. With so many roadblocks in their way, I don't imagine Overwatch could just start back up without someone trying to clamp down on them, and I think seeing them play gymnastics with the rules would be way too much fun to pass up ("Overwatch? Whaa? No! We're just a bunch of concerned citizens who -coincidentally- all happen to have histories with it being good Samaritans. Honest!"). Then maybe something big happens that fully wins over the public, and the UN backs off once it becomes clear they're not going away.
