You mean sad people must necessarily stick with sad people, but there's hope that they can find someone better. They're not star-crossed lovers, and if being together is so hurtful, they can just go separate ways and find more suitable and stable partners.
Evangelion (and especially EoE) is certainly a story about hope, but mainly about not giving up living. That has nothing to do with romance or shipping.
