You're getting mad at a mistake which now even the creators that originally made Rei in are trying to perpetuate, unsubtly at that. Those who know what you and I know can actually pretend that they don't for the sake of whatever agenda they have in an anime fandom, because the source and spring of Evangelion has changed to allow it.
The biggest, most expensive and advertised Evangelion project in history is the new Rebuild series which takes every precaution to make Rei a Lolita and Jocasta clone. It is explicitly making clear that the future of Rei is to always be inferior and unfulfilled as a character, and so the original TV-series (and EoE I suppose) will be the only entry in this franchise which treats Rei what I'd call "fair", and with legitimate interest.
So can you really get mad at the masses for being wowed by the expensive New Evangelion, which sells them exactly what you and I hate? Do they know any better? The ones that do either get mad and quit, or applaud the change because it benefits their own fandom in some way, it gets a big player (Rei) out of the way and gives them more room.
The problem aren't really the people, it's right down there in the roots of the people who made Evangelion who now see the chance to exploit their authority.
The result is that unless some drastic changes are done at the roots, a complete 180 degree turn, nothing will change about people (new fans or old fans) making this mistake.
When Rei isn't treated seriously as a character, why would the audience? If she's treated as lesser in every single way, from the robot action or herself as a developing character and person, why should a new audience treat her better?
I guess my advice is to not bother with Evangelion any more, don't go to Evageeks and inhale the toxins there, put it behind you. Forget Rebuild.
