To make an analogy there has long been a debate about who made the best Batman and who made the best Joker. But no matter how great you think one group is and how awful the rest are, you'd never be taken seriously by anyone if you tried to claim "That was not really Batman or the Joker" even the George Clooney one.

All the Reis we know are clones except (maybe) the one in Episode 26 that accuses Asuka of riding Shinji's baloney pony. Saying Rei Q is a clone and isn't Rei is downright goofy when all the rest are clones as well.
