Homura - her intention in the new film is suicide, it is probably clear enough. I suppose her plan is to sacrifice herself to either stabilize the world or give purpose to Madoka (with beating evil and stuff).
Sayaka - her confrontation with Homura was obviously deliberate on Homura's part (because she's a mastermind who plans for everything wouldn't do such things without purpose). Thus, Sayaka is manipulated by Homura, and will be stubbornly fooled, just like she was led by Kyubey.
Nagisa Momoe is a very important character, because she is the only one who has memories and connections to the Law of Cycle, and sees through illusions. What makes things more interesting, she had a thirst for life, and is happy that she can live again in the new world.
Mami - she is a simple character, who obeys cute fluffy things which is Nagisa in this case. So she'll probably be a dumb muscle here.
Kyoko - Nothing much can be said here, except that she, on one hand, expressed serious remorse due to fake Mitakihara crumbling, and is paired with Sayaka on the other hand.
Kyubey - He won't be able to do anything except what Homura intends to while Homura is present. It was very clear in Rebellion that he was powerless and completely exposed and vulnerable to ultimate Homura, and, on the other hand, could not comprehend her.
