Which means you aren't even regarding Rei Q as a character proper.
While Rei Q is used as a plot device like that, she is also denying the actual Rei of any development/progression/regression whatsoever. Moreover, her very existence kills one of the cool things about the original Rei, which made her not-so-cliched in a world of sci-fi characters. There can be several "Rei's" now.
Rei Q's growth isn't something anyone cares about since there's nothing to really grow from except ignorance, nothing to grasp at.
Now if the original Rei shows up, there wouldn't be any time to add in any substantial development because guess what - Rei Q is there.
Rei Q is the worst thing for Rei in any half-series EVA story.
