First, there is the issue of Akemi Homura exploiting Madoka's trust and then using it to create her ideal world, tarnishing the glory of Kaname Madoka's sacrifice. That action is in itself base. This could be ignored if we were to view it from a consequentialist perspective.
However, this cannot be ignored; Akemi Homura has made Kaname Madoka into a fucking pet. Indeed, Homura is working her very best to create the "ideal world" for Kaname Madoka; by reducing her into an equation to be solved, an animal be to be satisfied. Akemi Homura has effectively created a "Brave New World" Huxley imagined. Homura will work miracles to shape the world into the thing Madoka desires at a certain point of time, whether it be sex or food; Madoka has been made into an animal.
Lastly, what Akemi Homura has ignored is that Madoka's truest happiness stems from one thing: purpose in life. Before PMMM devolved into an orgy of decapitations and explosions, it was obvious to anyone that Madoka wanted meaning in life. She found this in saving other Magical Girls. Now that has been stripped from her.
Indeed, in Akemi Homura's world, Kaname Madoka will have every single base desire in her heart satisfied. She will have clothing. She will have the finest food, the most exhilarating tribadism, the finest cunnilingus, the most orgasmic life possible.
But Kaname Madoka will experience these, all the while that nagging feeling of "what is the meaning of my life" bites her in the back of her mind.
Congratulations, Akemi Homura. You are on the same deontological moral level as the Draka. Madoka is your pet, and you are her master.
