Honestly Madoka does not have much ground to criticize Homura because she said she wanted all wishes to be fulfilled, which would be a tacit approval for the wishes above and indirectly the actions after becoming magical girl. This possibly points to a conflict in relation to the concept of hope and dreams, which in the abstract and general sense are good things, but in the practical and specific sense it is complicated because people are different and with that their dreams too, being that many times they conflict with each other and some cases are irreconcilable.
