That is he prefers cute moe girls, likes anime that are filled with them, and he always produces more moe girls the more freedom he gets. Even Rebuild does not give up the "cute moe girl" look.
It would be impossible to say that he does not like it. What is possible to say however, and is more likely, is that he's got a strong bias which he lets dictate the story.
