You could say that his rise to power was all thanks to Yui but his staying in power it's all on him; it's not discussed much but some flashing sequences hint that her death was a scandal that almost brought him down. Almost.
You can argue that the show doesn't show him earning every every win he gets or explains enough what keeps him in power when he was a nobody with no backing but NGE it's not his story and they at least show that he's often pretty busy working behind the scenes so that things break his way.
So he reports to Seele; that doesn't make him their errand boy, he often makes moves that are detrimental to their interests and there's not much they can do about that, because for one reason or another they're stuck with him.
