At the Marineford arc there were a handful of female pirates from the new world, so chances are they're stronger than Nami.
That and there is the Yonkou "Big Mam". So a female pirate who is possibly as strong or stronger than Shanks.
Then there is that female Black beard broke out of level 6 in ID whose name escapes me.
Lets not forget Boa Hancock.
So Nami clearly isn't the strongest female pirate.
