It's probably due to his polite "womanly" speech, not-as-manly-as-typical-shonen-hero reactions, and fabulous hair. Also based on the way some artists are drawing him, his coat is turning pretty fabulous as well.
And anyway once you've mentioned it, it actually doesn't seem too out of character to me that he does his blundering about in heels....
