I can't speak for all boards, but this rule has long been valid for /hr/ as well. Meaning long before it got spelled out in the global rules and WITHOUT having been mentioned in the /hr/-specific rules. If enforcement has been spotty it was mostly due to it being close to 100% report-based and the mod never noticeably moderating there on their own. I will be cross-posting this on /q/ for a hopefully broader audience.
