The term is tied to "age of consent". In her world, age of consent could be "her_age - 1" for all we know. Therefore, to refer Yoko as jailbait simply make no sense.

Heck, she could be 6 years younger than what netizens say. The author can just spin a side story of a genetic experiment which she turns out to be the subject of (see Fate project). Or reversely, cryostasis. And so on, and so on.

That said, I'm not terribly active in anime discussion and dropped the show midway, so feel free to correct me on this.

Youre pretty much right. Also, although she was stated to be 14, you have to remember that shes lived underground for most of her life, where they have no perspective of night and day. I realality, no one knows how old they are because no one knows how long a day or year is. I just like to assume shes 16 or 17. Seeing Yoko as 14 just kinda...hurts.
