There's been nothing good or positive for Rei since 1995/7. The manga is an exception. Every new remake or so on has just made Rei weaker as a character. Focused more on downplaying her as a character. Rebuild is the latest effort.
In 3.0 and with Rei Q, Rei Q doesn't seem to be Rei at all. There's now two Rei Ayanami's instead of the one we had before. The newest Rei Ayanami (tentative name) is the worst Rei ever - she lacks Rei's smarts, Rei's will, she lacks Rei's everything. She's nearly exactly what Rei-haters says the actual Rei is, when they try to insult Rei.
So we do some speculation, and as Reifags there's a thousand options that hit all at once, and none are in any way empowering for Rei, except absolute extremes that will never happen. Based on some visual cues, storyboards, etc... it's possible Rei Q is part of Lilith, and they're all split out between 4-5 Rei's. Rei Q could be a part of Rei that got extracted from EVA01, etc....
But this is a lose-lose situation. Rei Q is so bad, as mentioned above, that associating her with Rei is a loss. Not doing so is also a loss because now we have several Rei's, and each one less interesting and weaker than the original.
The new Rei in Rebuild fails to generate interest, even among Rei fans. This includes Rei in 2.0, especially in retrospect. Rei simply does not do as much as she did before, and what she gets to do, is either the same as in the original, or a worse version of it.
The lack of Rei-specific interest is because everyone else is enhanced with new traits, abilities, powers and even relationships. Things Rei did or was associated with, ends up being done by someone else.
What 3.0 mentions about Rei is not good - it's reductive, and does in no way use the potential inherent in the character. Rei really, really needs something new and positive, but she's not getting it. At all.
