Rei's development is one of growth, and so the thing you need from Rei in a new work is:

You also need to completely revitalize the character. It's been pointed out, but Rei has lost a lot of her uniqueness in Evangelion, in more than one way. That has to be restored.
The NGE series is the gold standard that must be improved upon.
