I wasn't much of a fan of Rei till 3.0, but not because of Q. Because her fans got so fired up about how it ruined her character it got me interested in understanding her more as well, and now that I do I feel like a real fan of hers', though quite new.
It really is strange what they did what they did. I don't understand why they'd introduce another character right now when there is barely any time to develop her. Makes no sense, should've just done Rei3.

There's various possibilities.... but all include the idea that whoever writes about Rei (even in 2.0) doesn't care about Rei the character. This is because I cannot imagine any other reason for them to write something like this.
First you have Anno as the "main guy", who has expressed lack of understanding and disinterest before.
The same disinterest is found with Tsurumaki, but it's more that he's occupied with other characters.
You have Higuchi etc... but they are more SF guys from what I can tell and have never really expressed any particular opinion.

If 2.0 seemed promising, it was not because of the guys above, it was because of Enokido, who suggested she be saved at the end of 2.0. This would allow for a lot of new interesting things, which were decided against in 3.0.

There might also be Yamashita's influence, who's done "more rei clones" in the past as well. But I'm not sure, since Rei Q sounds exactly like what Tsurumaki said he wanted in an interview.

When reading the CRC I don't get the feeling Anno hates Rei, since he was the one who suggested her rescue as a way to end it on a "hopeful" note.

The one who brought in Rei Q doesn't seem to be Anno, since he viewed the ending as hopeful and Rei being saved. And he wanted to go in a new direction with the rest of girls. Somehow during planning, Tsurumaki must have tried something and we ended up with this shit.

I didn't really say "hate", I meant "not care". Tsurumaki is definitely the culprit here, but Anno did go along with it.

Looking at how much he seems to have resisted 2.0, and how he wanted to force in "Rei III", now known as Rei Q, he is the one I've picked out as well. But Anno's disinterest both seemingly allowed 2.0's ending to happen, and Tsurumaki's possible self-indulgence to happen as well.

True, it seems other people resisted the change as well. But Anno tends to get all the blame while Tsurumaki seems to have influenced or damaged things way more and gets away with it. From the way Tsurumaki talks about Rei 3 he seems to think she's a completely different character, too. Which equals Rei Q happening.
Shinji and Rei are so ingrained in Anno he says he forgets they BOTH exist, but I don't see it as a negative. He says things about Rei come to him naturally, while he has problems getting ideas for Asuka.

Let's not be too hasty in blaming anyone. We must wait and see for the next CRC. It's clear that not just for Rei, there were massive changes from 2.0 regarding the characters and setting. Where this comes from is yet to be seen. But to continue on with Tsurumaki....
Tsurumaki is off-synch with Anno with more than just Rei, but also Shinji - Tsurumaki showing surprise at how Shinji acts, even if it was the same as in NGE. Granted I think his bias for Asuka is somehow affects it a bit, since the difference between the scenes they disagreed on originally included Toji, not Asuka. So it would make sense, were he to have the bias, that he'd want to convince Anno to make Shinji save Asuka as well. Add a bit more imagination into it, and you'd see why he'd resist Shinji saving Rei... and have Asuka angry that she wasn't saved in 3.0! Tsurumaki is on-record saying he actively wants Asuka to have a movie-like role in Rebuild, so I think he's Anno's idea guy for Asuka.

You have that other quote in handy, where the interviewer asks Tsurumaki about Rei being saved? His response to that is especially damning. Surprisingly Anno comes off as less guilty, but I'm not sure since there were some hints of a different agenda going on.

What makes you think anyone will translate the 3.0 CRC? The dude who did the incredible translation for 2.0 is more or less burnt out, and we currently have jack from 1.0, which was released how many years ago?

If you depend on 3.0 CRC to save you in arguments, you may be waiting a long time.

The truth is that none of us knows what went on behind the walls of Khara. We only know the results. For Rei, they're horrible, very intimately so for the character and at levels 4.0 probably won't be able to heal.

I think one of the problems regarding the CRC is the mindset of some people. Evangelion just doesn't motivate the west like many other (new) anime (it does motivate, but not the same type of people that it used to). They won't share the CRC's. That's why until today, there is no significant number of scans or even photos of this incredibly important document. Only select parts get shared, and their sharing is subject to the agenda of those who share them.... to back their arguments.

I don't know if anyone will translate the 3.0 CRCs.... but it is an asset in understanding the people behind them.

So for now, what I have is speculation based on the 2.0 document. I think some of it has become fact though, unless it is revealed that 2.0's CRC contained lies.

I guess after watching Eva a few years ago I was never attached to any characters, but on a rewatch after being disappointed in the newest Rebuild and seeing discussions I got back into it again and felt particularly attached to Rei.

A bit of good news can be that Rei is more on the front than usual for the new Pachinko game, Battle of Ehre.

I know we won't see much of it's contents unless you go to Japan or chase down videos on youtube, but being fronted like this is good... especially if the content of the game is good for Rei.

Because Japan is big on Pachinko, yes this could be a legitimate reason to GET HYPE over something related to Rei.

If Tsurumaki is the worst offender, I think it's pointless anyway. Rebuild is a lost cause for Rei. There won't be anything more than what we know, and what will be new will just be a lesser Rei Ayanami. So it's best to let go and let others have their fun with the franchise.

Pachinko has generally been used to popularity boost characters/Eva units etc for Rebuild(not that Rei needs one much) but still could be a good sign for Rebuild if they're going in that direction. But I guess we'll have to wait for the first real material that comes out to hype Final.

But while Rei might be popular, it's not for the right reasons.

I notice fans are stuck clinging onto the old Rei and shunning the new one. That means Rei as a character to the fandom is only resting on her laurels, so to speak.

So what does this mean for the future? It means there is no future. The Rei we see in Rebuild and often pachinko doesn't get many new fans, due to not standing out nearly as much as she did even just within the game or the anime.
That's why for me at least, the content of both the pachinko and rebuild is important.... more than that she's being fronted or is present.
