Part of the issue is that the plot of NT is essentially "Make Touma's life as awful as possible." So there's not alot of room for romance. She was planning to confess even and wear promise rings with him (it was kind of adorable), but he got fucked over emotionally by Birdway and left her behind so Gremlin didn't hurt her.
