The Sisters arc, though not as fleshed out as in Railgun S, is the first time the show is legitimately good and every arc that centers on Accelerator or Misaka is just as good, with the Academy City Invasion arc being the best thing the series has put out.
Fortunately a lot of the bad arcs are fairly superfluous so you don't really need to see them to understand what's going on. You might see the odd minor character that you don't recognize, but just assume it's another girl Touma saved/converted and you should be safe. After that just stick to the stuff related to Railgun and the science side and you'll see everything worth seeing.
