Again, no condition is universal. Blindness from birth can have tons of different causes. I'm no doctor, but I can make a mostly-uneducated guess that she doesn't suffer from that because her eyes somehow developed well to a point where they coordinated but then failed to develop the actual ability to ability, or perhaps they were fine at first but then were disrupted by some other disorder. My explanation probably has flaws but the point still stands that no condition is universal, least of all for blind people because of how many different ways the condition can develop. We can just safely assume that Lilly's blindness originated in a way that led her to not suffer from that condition.
