The Kaname Madoka part of the law of cycles is able to interact with the Universe, but not the LOC itself, so that split, though it took away her memories again, allowed her to get through.
Yeah it's really fucking confusing holy shit. There are inconsistencies though, like how she didn't see Rebellion coming in the first place, but I can agree to disagree.
