Youmu is not an 2hu character unto itself, but rather another component of a fully functioning 2hu character made useful by Myon and Youmu comprising a full 2hu as defined by ZUN.
Many touhou players run a modified version of the Myon system every day, without realizing it. Through a peculiar turn of events, the version of Myon which is widely used today is often called Youmu, and many of its users are not aware that it is basically the Myon system, developed by team shanghai alice. There really is a Youmu, and these people are using it, but it is just a part of the 2hu they use.
Youmu is the kernel: the 2hu in the system that allocates the 2hu's resources to the other programs that you run. The Youmu is an essential part of an character, but useless by itself; it can only function in the context of a complete touhou character. Youmu is normally used in combination with the Myon system: the whole system is basically Myon with Youmu added, or Myon/Youmu. All the so-called Youmu characters are really just Myon.
