If it were only about what she thinks is good for Madoka, then she'd be doing things like organizing magical girl friendship meetups to fight Walpurgis. Or making Madoka go on vacation while the city is hit by Walpurgis. Or evacuating the city. Or just killing all those who get Madoka involved in dangerous situations and making it look like an accident.
But she doesn't do that because she's not thinking about how to micromanage Madoka or force others into this equation. She's spending all her time improving herself, and only intervenes on Madoka's behalf to keep her promise.

Let's not forget that the entire ED is is about staying alive and enjoying everyday life. Urobuchi also wants people to imagine their own sequel "with a god and a devil in the same class".
