The only thing sacrificed was Homura's figurative soul to an eternity of loneliness as a pariah against Madoka's wishes. There is nothing to indicate Madoka can't coexist with Homura, Homura just believes Madoka is happiest with her normal life and family when she was truly happiest with Homura. She gained power but it's obviously weighing heavily on her conscience and hurting her inside. Evil is subjective, evil can be torturing your friend by selfishly having them kill you without regard to their feelings. Homura thinks this is the only way to a happy ending, she would not do it otherwise.
The point isn't her saying goodbye, it's her thinking Madoka would just show up out of courtesy and not because she loves her. Homura thinks she's a terrible person and willingly embraces being a devil because she thinks she's wicked, cruel, mean, selfish, obstinate, foolish, unsightly and most of all not worth Madoka's time. That is why she's alone in the ending, she makes no amends on her actions and demands no room for anyone to sympathize with her. She's the softest devil ever, her selfish desire that he believes damned her is literally the happiness of others and nothing more.
