Senketsu had consciousness but to gain consciousness living creatures need to have brain that will function, it's not just "altered personality", he could speak and interract with other people, he knew what he is doing and even were able to stand and walk in some situations (when he dragged Ryuuko on his own after Satsuki's rebellion), however he still can't live without suitable host, probably he got memories or brain cells inside his construct of some kind human being, maybe Soichirou's relative.
Nui and Senketsu are basically same, but if Senketsu is "just cloth" than nui is something like "living Kamui", being that need no host, can act and think on her own, something that can be created with using of human genes and OLF, difference between them is that Senketsu were sewn and Nui were raised like human baby and inherited human form, however she still got some kind of loyality toward Ragyo and execute every her command without hesitation.
Plus Nui being "more humanlike" and needing somebody like Ragyo to be born lowers her chances to reappear in sequel if it happens of course. I personally don't approve this "mako is nui" shit, it sounds like some kind of half-assed PSG-tier plot twist.
