Miki was introduced late, and also the odd girl out, and also needed to play the role as the second main character, so her bff was set to be P. For a young girl, that can easily be confused with romance. If either Haruka was a guy, Chihaya could easily think she was in love with Haruka. Just so happens that Miki and P are different genders, Haruka and Chihaya are the same gender.
That's my head canon, anyways.
