The manga portrays their lifestyle in a slightly more positive light. Essentially yes they do bad things, and they know it's bad, but it's the way it is and there is no going back. And at least they're free. There's something fishy about Dutch that was revealed in the manga and not the anime though. I really can't tell where the new arch is going (if it's going anywhere at this rate, I sure hope so). That Chinese spy/hacker girl will probably end up like the others they tried to save, dead or getting out of their lives forever, but who knows.
As for why she doesn't take that further step, well she's probably just afraid of loving, and afraid of ruining their friendship too (which has been lasting for I'd say at least a couple of years by now, in Black Lagoon time of course...). It almost looks she's feeling guilty about keeping Rock around and she thinks whatsherface would be a better suited partner for Rock, but I doubt that will actually happen. Again who knows, I really can't predict much when it comes to Black Lagoon.
