Personally, I have a hard time gauging the height of anime characters even in the best of circumstances, when there's something to go by for scale; either I'm just bad at estimating height, or the difference in "normal" height perceptions in Japan vs. the US throws me off, but I tend to skew up from canon heights. And with all the variability in fanart and even official art (to say nothing of the fact that any sort of concert or gravure outfits can reasonably be assumed to have some bust padding), I can't say I have a terribly clear, specific basis to go by for what's "right".
Even with you pointing out specific pics there, I only really see it for the wrong-frame ones (and those are obvious enough I saw it before you pointed it out) and some (but not all) of the too-wide hips. The pic you posted there is definitely off, but mostly just in the thickness of the thighs. I can kiiinda see what you're getting at on the too-tall ones, in that the head-ratio gives an impression of a taller, lankier build, but conventions for head-ratio in anime-style art vary so much from work to work and artist to artist that it doesn't really come across to me as definitively "off" by itself.
(Speaking of idiosyncratic head ratios, how about something skewing in the other direction?)
