for still images, photoshop's animation tools are the best option, and for video you could either tediously screencap each frame and then do the above, or use lav filters to autocapture a range of frames (at least, I'm pretty sure it was lav)
webms have a better quality to size ratio though, so you should really just snip out the offending frames with webm for retards or something
