Afghan's kinda shitty too, but the reason the Taliban is gaining ground is because we're cutting back on patrols and missions, so the Afghan army goes through a trial by fire and gets the experience to deal with them on their own. If Iraq is any indication, you can bet we'll still be there before the end of this decade
