Then try bending only two or three of your vertebrae to achieve that angle. Actually, don't, because it would break your spine. If you wanted to say that there was an extra joint in there for some reason, there's still not enough skin, or scales, for that tail to move into a flat position without a severe laceration. To fix that he'd need to add a natural curve to the place where it connects and lower the base of the tail so there's some actual conceivable motion possible.
As for your question. If I recall, Rach's original design had a chitin plate covering her ass, but Crabman removed it to give her more of an ass. The problem about that is it just looks like she's sitting in a seat rather than biologically attached. It's not the worst thing in the world, but I think the original design was superior.
