There is argument about whether or not black plugsuit Rei (referred to commonly as Rei Q) is actually a reincarnation of Ayanami Rei, (like Rei II, Rei III and however many other incarnations of her there may have been) if she is only part of Rei's original soul, or if she is someone/something entirely different and devoid of any connection with the true Rei.
Particularly rabid fanatics claim (despite no real evidence) that she was created by Anno just to make fans of the original Rei butthurt out of some perceived hatred for her and her fans, and some misguided assumption that Asuka has somehow been favored over their idol.
You will hear a lot of ridiculousness being tossed around, but (from my perspective) it seems like people are really just misplacing their disdain for Anno onto the character.
The Rebuilds are worth a watch. Even if you hate the story, the animation is gorgeous and the sound is really amazing. 3.33 is (imho) a huge snoozefest, though. Still, it's got some interesting things going on.
