You only turn and look back when you're doing handoffs in the 4x4 or higher. For 4x2 or 4x1, it's a blind handoff: you don't turn your torso/head back, and your arm goes straight back with your palm open upwards, this is where your thumb may be pointed down as she has it, but she has it wrong anyway since her palm is facing the inside of the track, not up.
I'm assuming they're doing an open handoff for a longer relay, so she's fine in looking back, but her receiving hand should have her thumb pointed up and her palm should be facing Jose, giving her the largest target for the baton.
In addition, she should be receiving with her left hand, not her right hand because Jose is carrying the baton in her left, and she'd have to cross over her body to get it into Shimohara's right hand.
