What's the possibility that the game is already done or mostly completed and simply cannot see release due to legal or rights-related complications? It's really a shame regardless considering how it seems that the JRA and Cygames had everything wrapped up well enough only for the horse owners themselves to show up and throw a tantrum whenever they saw something that they didn't like about their horse girl's representation. It was an untapped, high-potential niche for a mobile game aimed at a Japanese audience, it gained a lot of traction quite quickly, and it produced a glut of visual and audio media which were all well-received. It just seems like the machine had too many moving parts for its own good (mainly the horse owners themselves), and it rattled itself to a rapid halt the moment that it built a lot of momentum (i.e. "Let's remake the game because it has to look REALLY good now!" and "Please don't lewd the horses." among other public image control statements which sort of don't mesh at all with a successful gatcha business model); although, I don't know the whole story regarding what role the JRA explicitly played in this whole thing.
No matter the story, the only real hope for Uma Musume is the fact that, with respect to mobage, Cygames might as well be Amazon (infinite money and time), so it's possible that the game might just appear one day with little warning. Even so, I won't hold my breath. But I will keep adoring Hishi Akebono.
