Person needs to acquire decent amount of nourishment of decent quality regularly (basic needs are taken care of indicator), take care of it using hair products and time (wealthy upbringing indicator), be free of parasites and overall in good health. Last one doesn't really stands up much in XXI century but one can do serious damage with wrong diet (so common in first-world countries), and having wrong diet dor so long it causes hair damage means this person might have bad upbringing. Also worth noting that genetic factor can also tip scale of previous elements by quite a margin, but it works both ways.
