Halloween is one of the many holidays that Homura didn’t get to enjoy during her loops. It's a wild holiday, with all sorts of costumes and bizarre situations that make the whole world as close as you can get to a witch's labyrinth. Scary stuff!
Being able to opt into fear for fun, recreationally, instead of sensing it as a survival instinct, would be impossible for most people who've seen true trauma as Homura did. Thankfully, Homura Akemi is not like most people - she's super adaptable, incredibly clever, and supremely composed! Homura would make getting the hang of Halloween, and conquering her fears, look easy.
