I don't have any particular source, but I did remember hearing that it was originally going to take longer for her to warm up to the Phantom Thieves, which makes sense given everything that happens to her.
Not to fall back on the whole "Haru doesn't get enough screentime" meme, but maybe they wouldn't have had enough time for that development.
I do think there's enough there to make her very likeable regardless, and I enjoy the little glimpses we get of the more oddball aspects of her personality that somewhat clash with her status as an absolute cinnamon roll.
