It wouldn't mean much for her to understand her mom's love for her and be able to bring herself to let go if she was still alive.
I am loathe to bring up Rebuild in an EoE question, but in there it seems that Rei, Yui, Kaworu and Asuka have that same option, but only Asuka is the one who chooses to come back, so maybe it's a personal preference thing? "The dead should stay dead", that sort of thing?
