I don't know his feelings on westerners specifically, but I can confirm that he doesn't want touhou being sold via digital distribution.

Considering he went to AWA, I'm pretty sure he is okay with westerners.

Someone at the con who spoke with ZUN said that ZUN made a comment about how he thought American cosplayers were better than Japanese ones and that he was totally fine with a Touhou con in the US at some point that he would attend. This was recorded and the person said it would be on Youtube at some point. I have no other verification. He also tweeted or something about how he was very impressed and inspired by his American fanbase and said he would start trying to learn English. That one was confirmed but I didn't save the image.
