If you actually bought got the beach paradise DLC, then I dunno how to troubleshoot for you other than maybe try the creamapi files, try a 100% save file and then re-add the DLC manually yourself by dragging and dropping it into the folder.

You need a paid DLC to use BP, so if you want to go through Steam you need to pay up or download the DLC and crack it yourself. Really fucking easy to do desu.
